Yes, precisely. I am familiar with cases first hand where elders used a technicality to brush off complaints from an abuse survivor b/c they didn’t believe she was abused. Sometimes the system is really imperfect, and so difficult to apply well even with good intentions, but other times the leaders misuse the imperfections intentionally.
